In July 2011, the Phase III of the Environmental Evaluator Training & Licensure, facilitated by Environmental Management Compliance Group (LIC) USA in collaboration with the Environmental Protection Agency -Liberia (EPAL), took place again in Liberia under the leadership of Anyaa Vohiri, then Executive Director of the Environmental Protection Agency of Liberia (EPAL). The training further unearthed the need to strengthen environmental protection and the danger of unhealthy environmental practices due to lack of adequate environmental knowledge, thus, the need to form a body of already trained professionals to support environmental protection was ignited. On May 28, 2011, UCEL was registered and incorporated under the Not-For-Profit Corporation Act of January 2, 1977 number 4311597 and a Tax Code 142211, Ministry of Foreign Affairs, Republic of Liberia.
UCEL is a conglomeration of environmental professionals and firms, including those certified by the Environmental Protection Agency of Liberia (EPAL) to conduct environmental studies consistent with Section 10, 2 and 3 and annex I (Section 6) of the Environmental Protection and Management Law (EPML), 2002. Since then, UCEL’s involvement has been in supporting sustainable development and facilitating compliance to relevant environmental guidelines and legislation in Liberia.

Objectives
The objectives of the Union shall be:
- Foster educational and professional growth among Liberian Environmental Evaluators through networking and mentoring
- Unite all Liberian Environmental Professionals towards promoting the highest standards of professional practice, educational, cultural advancement and socio-economic stability
- Provide forum or avenue where Liberian Environmental Professionals will speak with one voice and uphold international best practices
- Promote and support the law/reforms on matters affecting the industry
- Collaborate with other entities in addressing current issues of the environment
- Encourage mutual cooperation and peaceful co-existence among Environmental Professionals
- To establish a code of conduct and guidelines for environmental professionals in Liberia
- To collaborate with the Environmental Protection Agency of Liberia in establishing and upholding standards for sound environmental management
- To establish a forum for the discussion of Environmental studies and Publications through workshops, seminars
- Secure funding through fund raising, donations and grants to support UCEL program

Solomon is the President of the Union of Certified Environmental Professionals of Liberia (UCEL), a conglomeration of all EPA certified environmental evaluators and firms in Liberia. He is the Managing Director at Green Consultancy Inc., (an Environmental and Management Consultancy Firm- 100% Liberian); an Environmental Practitioner, and a High Conservation Value expert. Solomon holds a MSc in Regional Science and a BSc (Cum Laude) in General Forestry of the University of Liberia. He also holds a certificate in Integrated Environmental Management by the International Association of Impact Assessments (IAIA), is Certified by the EPA of Liberia as a Professional Environmental Evaluator.
Solomon has conducted Environmental and Social Impact Assessments (ESIAs) in every part of Liberia on different national, international and multilateral projects; as Team Leader, led several large-scale HCV assessments, feasibility studies for three of Liberia’s most renounced proposed protected forest: Kpo Mountains Proposed Protected Forest, Grand Kru River Gee Proposed Protected Forest and Cestos Senkwehn Proposed Protected Forest, leading to the gazettements processes of these forest, including other associated projects; worked as Environmental and Social Safeguard Specialist on World Bank Projects, and conducted and participated in several local and international trainings.
He is a member of the African Practitioners Network and the International Association for Impact Assessment. He has been in the practice of environmental studies, evaluations and compliance for up to 15 years.

Dioh is an Independent Environmental Consultant, a Managing Partner, and Technical Director of ECOGREEN Group of Consultants – an environmental and social impact assessment firm licensed by the Environmental Protection Agency of Liberia. Dioh has about 10 years progressive practical hands-on experience in conducting different environmental studies.
Dioh has several certificates in ‘Environmental and Social Framework Fundamentals’, and the ‘Environmental and Social Framework in Practice’ from the World Bank Ghana Country Office. He is a licensed by the Environmental Protection Agency of Liberia as a certified ESIA Evaluator and currently serves as the National Vice President of the Union of Certified Environmental Professionals of Liberia (UCEL) – an umbrella professional body of all ESIA Evaluators working closely with the Environmental Protection Agency of Liberia.

Godwin K. Senagah

Mr. Senagah is an EPA Certified and Licensed Environmental Evaluator of Liberia and holds a Master of Science (M.Sc.) Degree in Environmental Science and Bachelor of Science (BSc.) Degree in Biology with minor emphasis in Chemistry from the Cuttington University School of Graduate & Professional Studies and University of Liberia respectively. He has acquired various Certificates in professional disciplines in supporting Environmental and Social Management.
Mr. Senagah is currently the head of the Technical Department at Green Consultancy Inc. (GREENCONS) and the Secretary General for the Union of Certified Environmental Professionals of Liberia (UCEL).
He is detailed oriented environmental personnel trained by Green Consultancy Inc. and the Environmental Protection Agency of Liberia (EPAL) as well as International Partners in conducting Environmental & Social Impact Assessment, Resettlement Action Plan, Environmental Management Plan, Health Impact Assessment, among others.
Mr. Senagah has over Ten (10) years hands on experience and served as an environmental & social development specialist on multiple large-scale projects in Liberia and Ghana among others as well as performing multiple tasks in the areas of socio-economic surveys & public consultation in various ESIA project.
Mr. Senagah has worked on series of projects that are in compliance with International Financing Institutions requirements/policies (World Bank, AfDB, EU, ADB, etc.).

Mr. Boimah P. Massaley is a Senior Environmental, Social Specialist with more than ten (10) year experience in working within the Environmental and other technical related services. He has worked as a Social Specialist within the Mining, Forestry, Infrastructure and Marine sectors. Mr. Massaley also have vast experiences in project planning, management and implementation. He is presently the General Manager of EcoGreen Group of Consultants, Inc., and the Treasurer of Union of Certified Environmental Professionals of Liberia (UCEL).

Clarence earned his BSc degree in Biological Science from the University of Liberia in 2010. Clarence is also a Certified Project Manager. He has over 12 years of fieldwork experience as an environmental social impact assessor in Liberia. Clarence has served on several research teams to produce baseline environmental information for Liberia and worked with researchers and evaluators contracted by the government of Liberia and multi-national organizations. He served as key staff on the project Liberia Safeguard Information System “the SIS”, a project to develop the key indicators to monitor the REDD+ implementation in Liberia. He is also an Environmental and Social-economic expert on the “Mano River Union Road Development and Transportation Facility Project- Sanniquellie to Loguatuo Road Section 47.1km”.
Education Committee
Focus on the educational and professional growth of Evaluators by organizing educational conferences/ seminars, writing professional articles in newspapers, journals and magazines. Overseeing UCEL scholarship program for members.
Finance Committee
Reviews proposed financial impact on the Association i.e., budgets, award of contracts, monitoring financial performance, investment policy and management, etc.
Membership Committee
Vets membership application; focus on programs that would enhance the general welfare of UCEL members; recruit new members, etc.
Grievance & Ethics Committee
Receives and reviews complaints and grievances and recommend actions in the interest of resolving such matters or setting out penalties. Develop core of conduct to guide UCEL members.
